METHODOLOGICAL APPROACH TO QUALITY MANAGEMENT OF INFORMATION IN COMPLEX INFOCOMMUNICATION PROJECTS.

Abstract:  A methodological approach to quality management information that is transmitted, processed, and placed in an information and telecommunication system is discussed. The source data are the business requirements for timeliness of delivery of infor- mation and provision of information and telecommunication services. The logical organization of the methodology and its basic components are described.

SOME METHODICAL APPROACHES TO THE ESTIMATION OF RELIABILITY OF INFORMATION AND TELECOMMUNICATION NETWORKS ELEMENTS.

Abstract:  The basic concepts used in estimation of information and telecommunication net- works' reliability are considered, and mathematical expressions for a quantitative estimation of nonfailure operation and maintainability indicators are presented. The methodical approach to an estimation of automation systems' reliability is suggest- ed, mathematical expressions for evaluating the reliability of model variants of the structural system construction are presented. The sequence of actions during the calculation of indicators of automation systems' reliability is given.

METHODICAL APPROACHES TO INFORMATION INSPECTION OF AUTOMATION OBJECTS OF FEDERAL EXECUTIVE AUTHORITIES.

Abstract:  The problems of the works organization on creation of the large-scale automated information systems of federal executive authorities at the initial stage of their plan- ning and execution are considered. The main factors determining the completeness and timeliness of requirements realization of tactical and technical specifications for the functional purpose of the developed systems are presented. Based on the analysis of main organizational and technological approaches in practice of creation and development of automated information systems, it is proved the necessity of priority realization of actions and decisions aimed at improving the system operating process taking into account factors that determine the quality of the given informa- tion services. The basic requirements of the process approach to the creation and development of the automated information systems are presented. The interrelated information processes general structure in the activities of the federal executive authorities which are subject to automation in the creation of advanced information systems is shown.

Abstract:  Approaches to creation of a corporate multiservice telecommunication network regarding integration of its territorially distributed fragments are described, ways of maintenance of service quality in multiservice telecommunication networks are considered, necessity of a design procedure of a set of rented services with certain quality is formulated, the initial data and requirements for a technique are defined.

DISTRIBUTED INFORMATION SYSTEMS ON THE BASE OF NETWORKS WITH LOW CHANNEL CAPACITY.

Abstract:  The problem of building a semantic encoding for distributed network-based channels with low bandwidth is discussed. On the example of the trade network, it is shown that the compression of semantic information in the specified time intervals makes it possible to reduce the requirements to the channels on the order.

NEW FEATURES OF SELF-PROPAGATING MALWARE.

Abstract:  According to the research of malwares such as \worm" stuxnet and \bootkit" TDL/TDSS, the following features appeared: modern malware are the multiagent systems with a complicated structure on the different levels of operating system. Such multiagent systems may consist of the following components: concealment, communication, operations, distribution, etc. Interface between the systems agents is of particular interest.

SPATIAL CONSISTENCY ASPECTS OF GEOGRAPHICAL INFORMATION SYSTEM.

Abstract: In geographical information systems (GIS), where quality management of geodata depends on specificity of spatial objects, the problem of the consistency gets additional complexity. In the paper, some features of a spatial consistency of geographical data sets in the vector format are described. These features are essential at elimination of mistakes of display and classification. Three types of errors that affect the corresponding types of a consistency are considered: structural, geometric, and toposemantic. Each type of error require special procedures for verification and correction. These procedures are presented in the form of a common framework.

Abstract:  The techniques for improving the lexical-morphological analysis of the semantic- oriented language processor which carries out the extraction of knowledge from the natural language texts are considered. Methods and means to eliminate uncertainties in the allocation of text tokens and sentences, as well as methods of combinatorial and syntactic analysis to eliminate morphological homonymy are proposed. The methods give possibilities to improve the semantic linguistic processor which extracts knowledge structures from natural language texts and restores implicit information.

SEMANTICMETHODS FOR IMPLICIT INFORMATION DISCOVERY .

Abstract:  Development of semantic linguistic processors, which extract knowledge structures from natural language texts is connected with identification of implicit information. This problem is considered as detection of new properties of objects in Knowledge Base. The methods of such identification based on analysis of knowledge structures are suggested. As an application, the problem of identification of roles and functions of persons involved is considered based on their descriptions in the documents of criminal police.

APPROACHES TO LEXICAL AND SEMANTIC MODELING AND LINGUISTIC RESOURCES OF INFORMATION SYSTEMS.

Abstract:  Up-to-date methods and approaches to semantic modeling are analyzed, namely, in the publications of such prominent specialists in the field as N.N. Leontjeva, E.V. Paducheva, J.D. Apresyan, R. Jackendoff, J. Sowa, and others. Some of the linguistic resources (integrated into information systems) with semantics oriented features and other language-specific attributes are considered. Besides analyzing and reviewing of the existing approaches and resources, some suggestions and additions are given by the author, including the approaches of the artificial intelligence techniques and JSM (John Stewart Mill) method formalisms.

APPROACHES TO DEVELOPMENT OF TECHNOLOGY OF THE AUTOMATED CARTOGRAPHICAL REPRESENTATION OF INDICATORS BY EVALUATION SYSTEMS.

Abstract:  The problems of methodology and technological decisions for the automated con- struction of cartograms of different indicators of the scientific activity presented in information and technological system of monitoring of the Russian Academy of Sciences are considered. New aspects of the developed technology are the represen- tation of indicators for structural divisions of the Russian Academy of Sciences and display of the dynamics of the indicators. Examples of information-cartographical documents that take into account the structure of the Russian Academy of Sciences as well as examples that show the dynamics of indicators are presented.

IMPACT-FACTOR MODEL IN LEGAL REGULATION SYSTEM OF SCIENTIFIC ORGANIZATION ACTIVITY.

Abstract:  The paper deals with a new indicator of effectiveness of scientific organizations and, namely, the impact-factor of publications in \Web of Science" of employees in a scientific organization. It has been proved that the new interpretation of this indicator boils down at the best to the average value of the traditional impact-factor of several journals, and at the worst to the impact-factor of a single journal.

ABOUT THE NEED AND POSSIBILITIES OF A UNIFIED DEFINITION OF INFORMATION.

Abstract:  To create "Science of Information," we must use single, unified, unique definition of "information" concept. About 10 billion years ago, there was no life in the Universe. Information existed only in the formof physical heterogeneities (elementary particles, atoms, molecules, etc.) which possess information properties of the primary (first) order - in particular, they contain certain volume of information. Its existence did not depend on an observer existence. An observer appeared several billion years ago and gave new properties (of the second order) to information.
