Abstract

The analysis of the known experience in the creation of automated information and telecommunication systems for various purposes based on the principles of interoperability under the influence of external and internal factors is executed. It is shown that providing process-based interoperability is the most cost-effective way of seamless integration of functional subsystems. The authors propose a complex model of interoperability and threats. The main propositions to solve the problem of interoperability are justificated.
